The Rt. Rev. Phoebe Roaf, a lifelong Episcopalian, grew up in Pine Bluff, Arkansas. Following her work as a public policy analyst and attorney, she was ordained as a priest in the Diocese of Louisiana. She served as Associate Rector of Trinity Episcopal Church in New Orleans, Louisiana and Rector of St. Philip’s Episcopal Church in Richmond, Virginia, prior to her ordination and consecration as the fourth Bishop of the Diocese of West Tennessee on May 4, 2019. Bishop Phoebe is a graduate of Virginia Theological Seminary.

During her tenure in West Tennessee, Bishop Phoebe has focused on supporting small congregations and initiatives for children, youth and young adults. She has also encouraged the diocesan leadership team to reconsider the function and role of a diocese through participation in the Diocesan Leadership Initiative and the Diocesan Vitality Initiative. She is a board member of the Joint Audit Committee of The Episcopal Church and the Gathering of Leaders, and she served on the Joint Nominating Committee for the Election of the Presiding Bishop from 2021 to 2024.
